摘 要:科技素养水平决定了领导干部科学执政能力,科学有效测评领导干部的科技素养是制定提升策略的前提。当前国内领导干部科技素养测评主要是通过问卷调查方式确定领导干部科技素养"达标率",但该指标无法准确反映领导干部的科学决策水平。现有研究方法存在调查目标定位不明确、指标体系结构性缺失、定性调查及分析严重不足、调查结果未能充分发挥其评价及任用指引作用等问题。主要原因在于实践中长期将领导干部科技素养与全民科学素质调查混同、认识上对领导干部群体独特性认知不足、目标认同上对领导干部科技素养重要性尚未达成高度一致。应通过认识层面和操作层面协同发力,提升领导干部科技素养的调查水平,以期逐步实现调查、考核评价及领导干部任用的良性互动。The level of scientific literacy determines the scientific governing ability of leading cadres.Scientific and effective evaluation of leading cadres’scientific literacy is the premise of formulating promotion strategies.At present,the evaluation of leading cadres’scientific literacy in China is mainly conducted by means of questionnaire survey,which can determine the"compliance rate",but it can not accurately reflect the scientific decision-making level of leading cadres.The targets of existing survey are not clear,the index system structure is somehow missing,the qualitative survey and analysis are seriously insufficient,and the survey results do not give full play to its role of evaluation and appointment guidance.The main reasons include:the leading cadres’scientific literacy has been combined with the scientific literacy for all Chinese citizens for a long time,the lack of understanding of the uniqueness of leading cadres,and the importance of leading cadres’scientific literacy has not reached a high degree of agreement in terms of goal recognition.The investigation level of scientific literacy of leading cadres should be improved through collaborative efforts at the cognitive and operational levels,so as to gradually realize the benign interaction of investigation,assessment and appointment of leading cadres.
