摘　　要：目的通过构建医药行业高价值专利培育生态系统为医药健康产业提质争效,提升国际竞争力。方法以行动者网络理论为基础来建构“H-NH”生态系统模型。这个生态系统是由人类行动者(政府、龙头企业、高校科研院所、专利服务中介机构)和非人行动者(硬环境和软环境)所构成的异质动态网络。结果通过“四位一体”协同演进,充分发挥非人行动者的作用来推进生态系统的实施。结论必须把专利服务贯彻于生态系统的始终,实现产业链、政策链、创新链的高度融合。Objective To construct a high-value patent cultivation ecosystem in the pharmaceutical industry to improve the quality and efficiency of the pharmaceutical and health industry and enhance its international competitiveness.Methods Based on actor network theory,the“H-NH”ecosystem model was constructed.This ecosystem included heterogeneous dynamic networks of human actors(governments,leading enterprises,universities,research institutes,patent service intermediaries)and non-human actors(hard and soft environments).Results The implementation of the ecosystem was promoted through the“four-in-one”collaborative evolution and giving full play of non-human actors.Conclusion Patent service must be implemented in the whole process of ecosystem,and the high integration of industrial chain,policy chain and innovation chain should be realized.
