摘　　要：铀既是能源资源,也是战略资源。新时代我国经济“由高速增长阶段转向高质量发展阶段”,对清洁能源的需求推动了核电的快速发展,而铀资源不足是我国发展核电面临的主要困难。目前,中国的铀对外依存度高达70%以上,而油气盆地内砂岩型铀矿资源量占50%以上。石油公司在油气盆地内具有矿权、资料、技术与人才等优势,应充分发挥优势,积极申报铀矿探矿权,加强铀矿资源勘查评价工作力度,形成经济有效的铀矿勘探开发技术,积极参与铀矿资源勘查开发,优化联合开发经营模式,这对于建设世界一流综合性国际能源公司,实现石油公司可持续发展具有重要战略意义。Uranium is both energy source and strategic resource.The Chinese economy“turns to the high-quality development stage from the high-speed development stage”in the new era.The demand for cleaner energy propels development of nuclear power.However,inadequate uranium resource is the main bottleneck for nuclear power development in China.Currently,China’s dependence on uranium import is as high as more than 70 percent,but the sandstone uranium reserve in the oil and gas basins exceed 50 percent.The petroleum companies have the advantages of royalty,data,technology and talents in the oil and gas basins.They should make full use of these advantages to apply for the uranium royalty,step up the efforts for prospecting and evaluation of uranium resource,develop the economically-applicable uranium exploration and development technology,take an active part in exploration and development of uranium resource,and optimize the business model of joint development.Those measures are of great strategic significance to building the world first-class energy companies and bringing about sustainable business development of petroleum companies.
