党和国家机构职能体系构建的逻辑前提与逻辑起点

摘　　要：党和国家机构职能体系是党执政的重要载体,是政治体制中重要组成部分。在国家治理体系和治理能力现代化视阈中整体考量与系统谋划党和国家机构职能体系的构建,凸显了改革的现代性。构建科学的党和国家机构职能体系是推进国家治理体系现代化的逻辑前提,必须与经济基础相适应,通过机构改革的工具实现构建"系统完备、科学规范、运行高效的党和国家机构职能体系"的目标;加强和优化党的领导是构建党和国家机构职能体系的逻辑起点,具象为党对重大工作的领导体制机制;党和国家机构职能体系构建必须要考量以深化体制机制改革促机构职能体系重构、科学厘清"权力与边界"精准确权以提高职能体系运转效能、结构性优化党和国家机构职能体系、以辩证思维科学推进职能体系构建等问题。The functional system of the institutions of the party and the state is an important format of the party’s governance and an important component of the political system.The comprehensive consideration and systematic planning underlying its construction within the government system and the modernization of governance capability highlights the modernization of the reformation.Constructing a scientific functional system of the party and the state institutions is the precondition of promoting the modernization of the government system,which must be adapted to the economic basis.We must also achieve the goal of building a"functional system of the party and the state institutions with complete system,scientific standard and efficient operation"through the means of institutional reformation.Strengthening and optimizing the party’s leadership is the logical starting point of building a functional system of the party and the state institutions,which is embodied in the leadership mechanism regarding important works.In order to construct the functional system of the party and the state institutions,the following problems must be addressed:promoting the functional system reconstruction by deepening mechanism reformation;improving the functional system’s operational efficiency by the scientific clarification of"power and boundary"for precise empowerment;conducting the structural optimization of the party and the state institutions’s functional system;and promoting the functional system construction scientifically with dialectical thinking.
