地方政府公务消费信息公开数据质量的绩效评价与制度建设反思——基于1818个政府网站数据的经验研究

摘　　要：公务消费信息公开,旨在通过保障公众的知情权,强化民众的监督能力,从而规范公务消费行为,遏制公务消费的非理性增长和腐败行为的发生。然而,信息公开的数据质量,从根本上制约着公务消费信息公开制度绩效的实现。本项研究以国际组织数据质量评估体系为基准,将其有效嵌入国内行政制度环境,构建公务消费信息公开数据质量评估体系,以在全国范围内,系统抽取的1818个城市政府作为评估对象,全面评估地方政府公务消费信息公开的数据质量。研究发现我国公务消费信息公开具有制式公开的特征,官僚组织的技术控制导向明显,公众需要尚未被置于优先地位。在具体的数据质量层面,地方政府更愿意提供整体性、模糊性的信息,怯于提供阶段性、明细类的信息;缺乏利用现代信息技术、锐意创新满足公众需求的动力,导致数据质量在可获取性,以及准时性等维度的不足。The purposes of the public consumption information disclosure institution are aimed to protect the rights to know of the public at large and strengthen their supervising ability,which can normalize the public consumption behavior.However,the data quality could inhibit the purpose realization of public consumption information disclosure institution.This research employs the assessment system on data quality of international organization as basic rule,embeds it into the domestic institutional environment,and develops the assessment system for public consumption information disclosure institution.We choose 1818 cities through system sampling method across China and make an assessment of the data quality of the local government public consumption information disclosure thoroughly.This research finds that the current public information disclosure institution has the institutional traits,which reflects the bureaucratic interests,and the public needs are not placed on the first agenda.In detail,the local governments are willing to provide the whole and blurred information,and afraid of supplying the phased and detailed information.What’s more,the lack the motivation to use the modern information technology to innovate the institution to meet the public at large needs,which leads the data qualities are poor in the accessibility and punctuality。
