摘 要:《中共中央国务院关于深化医疗保障制度改革的意见》回答了新时代中国建立什么样的医疗保障制度。首先,充分肯定以基本医疗保险为主体的医疗保障制度,坚持"不折腾"。其次,紧扣不平衡不充分的发展问题,强调"统一制度补短板",加快建立多层次医疗保障体系,结束基本医疗保险单打独斗、叠床架屋的局面。第三,如果说基本医疗保险功能的充分发挥,必然要求"三医联动",那么,多层次医疗保障体系整体功能的充分发挥,则必然要求全社会"共建共治共享"。最后,新时代中国医疗保障制度将定型于:以基本医疗保险为主体,多层次共同发展的医疗保障体系。多层次之间边界清晰、权责明晰、守土有责、协同发力,超越"三医联动",实现全社会"共建共治共享"。The "Opinions on Deepening the Health Care System Reform" promulgated by the CPC Central Committee and the State Council answered what kind of health care system China will build in the new era. First, it confirms the basic medical insurance system as the cornerstone. Second, it focuses on solving the problem of unbalanced and inadequate development, stresses the importance of "narrowing the gaps and unifying the system" and the building of a multi-layer and well-organized health protection system. Third, the coordination of "insurance schemes, healthcare services and pharmaceutical industry" is a prerequisite to bring into full play the medical insurance system. Therefore, to accomplish this goal, the whole society must build, govern, and enjoy the health care system in a collaborative way. Last, China is expected to build a multi-layer health protection system with basic medical insurance as its mainstay, whereas different layers of the system have clearly defined responsibilities and synergies. A health care system based on collaboration, participation and common interests should be established.
