摘  要:目的引导医疗服务回归公益属性,促进医院由数量规模向内涵质量转型发展。方法借鉴RBRVS点数,对医院开展的所有诊疗项目和服务工作量赋予点值,通过合理的方法、标准和程序,全面、客观地量化评价医、护、技、药等每个人的工作绩效。结果打破传统收支结余的分配模式,绩效分配趋向科学、公平和合理。结论点数计酬与全面绩效管理相结合,有利于提高医护质量、效率效益和医院管理水平。Objective To guide medical services to return to public welfare,and promote the hospital's transformation from high quantity to high quality.Methods The RBRVS points were used for reference to give point value to all diagnosis and treatment projects and service workload carried out by the hospital.Through reasonable methods,standards and procedures,the work performance of doctors,nurses,technicians and pharmacists can be evaluated comprehensively and objectively.Results The traditional distribution mode of balance of payments was broken,and performance distribution tended to be scientific,fair and reasonable.Conclusion The combination of point-based payment and total performance management is conducive to improving the quality of medical care,efficiency and benefits and hospital management.
