从稿源外流和中英文特点谈中国科技期刊发展

摘　　要：近年来优质稿源外流是制约中国科技期刊发展的主因。结合《关于规范高等学校SCI论文相关指标使用树立正确评价导向的若干意见》等文件,对我国优质稿源外流的表现、导致的结果进行深入讨论,提出了中国科技期刊发展的主要方向。中国科技期刊发展的主要决定因素是中国科学技术水平的全面提升,但前提是中国的科技工作者真正把论文写在中国的大地上;各级评价体系改革需要寻找新的平衡点,在此基础上进一步在世界范围内吸引优质稿源才是办好英文科技期刊的前提。In recent years,the outflow of high-quality contributions is the main reason that restricts the development of Chinese scientific journals. This paper analyzes reasons of the outflow of high-quality scientific paper, and puts forward the main development direction of Chinese sci-tech journals. Combined with some policy documents,this paper discusses the performance and results of the outflow of high-quality scientific paper,and points out that the outflow of high-quality scientific paper may lead to many obstacles in the publication and transformation of Chinese sci-tech achievements,which seriously hinders the development of China’s scientific journals and the development of China ’s science and technology. The development of China’s scientific journals depends on the improvement of China’s science and technology level,and the reform of evaluation system at all levels needs to find new balance points. On this basis, further attracting high-quality submissions in the world is the purpose of running English journal.
