摘　　要：对科技论文同行评议过程中易发生的强制引用、拖延审稿和无效审稿等审稿人不当行为进行了探讨,发现不当行为的发生主要是因为审稿人缺乏学术道德和责任感。针对上述审稿人的不当行为,提出了若干切实可行的应对措施,包括:恪守编辑职责、扩充专家储备、加大初审力度、加强审稿培训和探索鼓励机制等,以期提醒编辑在工作中要未雨绸缪、加强防范,杜绝审稿人不当行为的发生和发展。We investigated reviewers’ improper behaviors such as forced quotation,delayed reviewing and invalid reviewing in peer review. In view of the improper behaviors of reviewers mentioned above,we put forward feasible countermeasures,including abiding by the editor’s duty,expanding the expert reserve,intensifying the preliminary review, strengthening the review training, and exploring the incentive mechanism. We intend to remind editors to take precautions which may put an end to the occurrence and development of such behaviors.
