国内外生物医学期刊撤稿规范分析及应对学术不端行为的防范策略

摘　　要：本文分别从期刊撤稿规范和流程、对作者惩戒措施、研究报告透明度政策等方面深入揭示了国内外生物医学期刊伦理建设现状,并提出国内期刊抵制学术不端行为的防范措施。1)完善撤稿规范和流程,是防范学术不端行为的重要制度保证。2)制订惩戒措施,构建防范学术不端行为的防线。3)增加研究报告透明度,将"把控内容真实性"作为防范学术不端行为的根本:①提高数据、代码、材料透明度,增加对研究结果的信任;②制订图像完整性标准,避免不当操纵;③遵循临床试验报告指南,促进试验结果的完整和透明;④施行临床试验注册相关规范,提高社会公信度;⑤规范利益冲突披露形式,提高研究报告透明度。This study reveals the current situation of the ethical construction of biomedical journals in China and abroad from the aspects of the retraction guidelines and procedures,the punishment measures for unethical authors,and the transparency policies of research reports, and puts forward the preventive measures for China’s journals to resist academic misconduct: 1) to improve the retraction guidelines and procedures, which is an important institutional guarantee to prevent academic misconduct;2) to formulate punishment measures to build a defense line against academic misconduct;3) to increase the transparency of research reports and take "controlling the authenticity of content " as the fundamental to prevent academic misconduct,which including ① to improve the transparency of data,codes and materials and increase the trust of research results;② to formulate image integrity standards to avoid manipulation;③ to follow the reporting guidelines for clinical trials to promote the integrity and transparency of the trial results;④ to implement the relevant regulations of clinical trial registrations to improve the social credibility;⑤ to standardize the disclosure form of conflict of interest to improve the transparency of research report.
