摘 要:基于系统论视角,将专利密集型产业技术创新系统分为技术创新环境、研发、改引、产出和辅助五个子系统,研究产业技术创新系统耦合性,构建耦合度评价指标体系及测度模型,选取专利密集型产业2012—2016年面板数据进行实证分析。结果表明:专利密集型产业技术创新协调耦合度总体偏低,且逐年下降,原因在于同产业子系统有序发展差异显著。通信设备制造业协同度最高,基本保持稳定,雷达及配套设备制造业协同度最低,且逐年下降。专利密集型产业在耦合分类区间呈"橄榄"型分布,低度和高度耦合区间数量少,中度耦合区间数量多,高度耦合区间数量保持相对稳定。最后,根据各产业协同发展状况提出针对性改进策略。From the perspective of system theory,technology innovation system of patent intensive industry can be divided into five subsystems of technology innovation environment,technology research and development,technology acquisition and renovation,technology output and auxiliary,and this paper studies the coupling relationship of technology innovation system,and constructs an evaluation index system and a coupling degree measurement model.It does an empirical research based on the panel data of China’s patent intensive industries from 2012 to 2016.The results shows that the coupling degrees of technology innovation coordination of patent intensive industries are low and declining year by year,because the coupling degrees of subsystems among the same industry are low and significant.The cooperation degree of communication equipment manufacturing industry is the highest and stable,while that of radar and supporting equipment manufacturing industry is the lowest,and decreasing year by year.The distribution of coordination coupling degree of the technology innovation system is presented as an"olive".The numbers of industries in low and high coupling areas are small,while that in medium coupling areas is large,and the number of industries in the highly coupled sector remains relatively stable.Finally,according to results,targeted improvement measures are proposed.
