摘　　要：由于政绩观错位、能力不足、官僚主义、考核偏差以及制度漏洞等种种原因,致使形式主义不但未能根除,而且出现了新的隐形变种,成为困扰基层的一大顽疾。政绩观错位使得形式主义存在主观故意,本领恐慌使得形式主义成为工作惯性,官僚主义的存在使得形式主义得以滋生蔓延,考核偏差为形式主义提供了土壤温床,制度漏洞增加了治理形式主义的客观难度,"政治正确"的外衣使得形式主义具有隐蔽性。整治形式主义,要坚持靶向治疗、源头治理和构建长效机制,抓好思想教育、关键领域、权责清单、权力监督和制度建设,开展一场根治形式主义的大围剿和攻坚战,持续为基层减负松绑,让广大党员干部可以轻装上阵。Due to a variety of reasons such as the misplacement of political achievement view,lack of ability,bureaucracy,assessment deviation and system loopholes,formalism has not only not been eradicated,but also new invisible variants have emerged,which has become a major persistent disease troubling the grassroots.The misplacement of political achievement view makes formalism exist subjective intention,the ability panic makes formalism become work inertia,the existence of bureaucracy makes formalism breed and spread,the assessment deviation provides the soil hotbed for formalism,system loopholes increase the objective difficulty of governing formalism,and the coat of"political correctness"makes formalism covert.To rectify formalism,we should adhere to targeted treatment,source control and the construction of a long-term mechanism,pay special attention to ideological education,key areas,list of powers and responsibilities,power supervision and system construction,carry out a major campaign to eradicate formalism,and continue to ease the burden on the grassroots so that the majority of Party members and cadres can work lightly.
