摘　　要：当前诸多新经济业态的不断涌现,挑战了我国现行社会主义市场中公平自由竞争的基本规则和实践方式,落实和推进竞争政策在国家经济政策制定与施行中的基础地位成为时代所需。党的十九届四中全会顺应时代发展,以坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化为总目标,明确提出"强化竞争政策基础地位,落实公平竞争审查制度,加强和改进反垄断和反不正当竞争执法"的战略部署。为了达成这一历史总目标,在国家经济治理领域需要不断丰富竞争政策的创新、竞争、法治等基本价值目标,充分发挥公平竞争审查制度的事前预防作用,科学强化和提升反垄断和反不正当竞争监管的事中事后力度与效度,构筑全周期、全链条、一体化的竞争政策运行架构,科学有序地强化竞争政策的基础地位。At present,the emergence of many new economic formats challenges the basic rules and practice mode of fair and free competition in China’s current socialist market.It is necessary for the times to implement and promote the fundamental status of competition policy in the formulation and implementation of national economic policies.In keeping with the development of the times,the fourth Plenary Session of the 19th CPC Central Committee takes adhering to and improving the socialist system with Chinese characteristics and advancing the modernization of the country’s governance system and governance capacity as its overall goal.It puts forward the strategic plan of"strengthening the fundamental status of the competition policy,implementing the fair competition review system,and enhancing and improving law enforcement against antitrust and unfair competition"clearly.In order to achieve this historical goal,it is necessary to constantly enrich the basic value objectives of competition policy such as innovation,competition and rule of law,give full play to the preventive role of fair competition review system,strengthen and enhance the strength and effectiveness of anti-monopoly and anti-unfair competition supervision scientifically,build a full cycle,full chain and integrated competition policy operation framework,and strengthen the fundamental status of competition policy scientifically and orderly.
