新时代社会组织扩大“两个覆盖”的探索与思考——以河南省为例

摘　　要：近年来,河南省对社会组织扩大“两个覆盖”进行了多方面的积极探索加强党对社会组织的全面领导,民政部门通过“四结合”推进社会组织党建工作,把社会组织扩大“两个覆盖”同脱贫攻坚有机结合,推进“互联网+”社会组织党建工作。河南省社会组织扩大“两个覆盖”具有自觉性、务实性、辩证性、规范性等突出特点。河南省社会组织扩大“两个覆盖”的过程中存在着党组织组建难、发挥作用难、开展活动难、党员管理难等问题。新时代社会组织扩大“两个覆盖”要把政治建设摆在首位,强化社会组织党组织的服务功能,通过解决问题扩大“两个覆盖”,处理好党的领导与社会组织依法自治的关系,鼓励社会组织党建工作探索创新。In recent years,Henan province has made many positive explorations for expanding"two coverages"of social organizations:strengthening the Party′s overall leadership over social organizations;civil affairs departments promote the Party construction of social organizations through"four combinations",combining the expansion of"two coverages"of social organizations with poverty alleviation organically,and promoting"Internet+"Party building of social organizations.Henan province′s expanding"two coverages"of social organizations has some prominent characteristics such as consciousness,pragmatism,dialectics and standardization,etc.There are some difficulties such as establishing the Party organization,producing a marked effect,launching activities,managing Party members in the course of Henan province′s expanding"two coverages"of social organizations.In the New Era,the political construction should be put in the first place in the expansion of"two coverages"of social organizations,strengthening the service function of the Party organization of social organizations,expanding"two coverages"through solving problems,dealing with the relationship between the Party leadership and the legal autonomy of social organizations appropriately,encouraging social organizations to explore the innovation of Party building.
