摘 要:视频侦查依靠对于视频监控资料内容的分析研判,已经成为案件侦破率新的增长点,但是其依旧在视频监控资料的收集、储存、传输,以及视频证据证明力等方面存在问题。与此同时,区块链技术在信息的加密、传输与储存中存在巨大优势,因此二者可以进行结合应用。通过探讨区块链技术如何在视频侦查中实现信息的收集储存和传输、构建独特的共识机制和利用加密提升证据证明力,来解决视频监控资料的收集、储存、传输,以及视频证据证明力不高的问题,并初步探索在证据保存、源头追责与公安机关内外部监督中的有益作用。Video investigation relies on the analysis and judgment of video monitoring data content,which has become a new growth point of case de⁃tection rate.But it still has problems in collection,storage,transmission and probative force of evidence from video monitoring data.At the same time,blockchain technology has huge advantages in information encryption,transmission and storage.So they can be combined.By discussing how the blockchain technology can realize the collection,storage and transmission of information in video investigation,build a unique consensus mechanism and use encryption to improve the probative force to solve the problems in collection,storage,transmission and low probative force of evidence,and preliminarily explore the beneficial role in evidence preservation,source accountability,internal and external supervision in the public security organs.
