行为能力受限人群场所疏散设施的改进措施

摘　　要：通过近年来火灾形势分析,结合在医院、养老院、儿童福利院进行灭火和应急疏散演练时发现的问题,认为国家现行规范标准对此类场所的疏散要求虽然高于其他场所,但还不能有效满足此类人群的疏散需求。根据不同的场所和人员特点,提出在此类场所设置紧急疏散电梯、坡道、避难间或避难房间的改进措施,并针对每种疏散设施都明确了具体的设置要求,能达到高效安全疏散的目的。Through analyzing fire trend in recent years,combining with fire fighting and evacuation drill in hospital,nursing home and welfare homes for children,the paper holds that current norms can't meet behavioral limited public's evacuation demands in spite of its higher evacuation requirements comparing to other places.According to different place and people properties,it puts forward improving measures of emergent evacuation elevator,ramp,refuge and refuge house set in above mentioned places,and puts forward corresponding setting demands,which can achieve the goal of high efficiency and safety.
