摘　　要：本文通过政策倡导的案例探索治理出生性别比失衡治本之策。这里的"本"不是B超管制,不是经济利益,而是颠覆父权制推进性别平等。性别平等政策倡导依靠三种力量进行上下联动。第一种是妇女/性别研究专家的主体力量,她们极富使命感与主动性,行走于政策倡导与基层社会变革之间,善于将性别理论转化为基层实践,同时在实践中创造着本土理论与经验;第二种是政府以及乐于吸纳性别意见的官员,她/他们与性别研究专家深度合作,通过体制资源的调动,将性别平等转化为可操作的政策,将社会性别意识纳入决策主流;第三种是基层社区变革以及民众的参与,通过对根深蒂固的父权制的改造,创建性别平等的规则和文化。性别专家、政府官员和基层民众三大主体携手合作,共同推进当代中国的性别平等进程。This article explores strategies for tackling the imbalance of the gender ratio at birth through policy advocacy cases.The"fundamental"move is not B-ultrasound regulation,nor economic benefits,but overturning the patriarchy to promote gender equality.The gender equality policy advocates relying on three forces to implement cooperation between the bottom and the top.The first is the main force of women/gender experts.They are extremely mission-conscious and active.They walk between policy advocacy and grass-roots social change.They are good at transforming gender theory into grass-roots practice,and they have created local theories and experience.The second is the government and officials who are willing to absorb gender awareness.They cooperate with gender experts in depth,mobilize institutional resources,transform gender equality into operationable policies,and incorporate gender awareness into the mainstream of decision-making.The third is the transformation of grassroots communities and the participation of the masses,focusing on the transformation of deep-rooted patriarchy and creating rules and culture of gender equality.It can be said that the three main subjects—gender experts,government officials and grassroots—can work together to promote gender equality.
