摘　　要：政商关系是研究中国经济奇迹的重要视角。先行研究主要从国家主义、恩庇-侍从主义、"社会中的国家"三种理论视角进行分析,研究对象多集中于国有企业与私营企业。然而,在城市融入全球化的过程中,非本地资本与地方政府形成了怎样的关系?本文以昆山市为个案,通过对昆山政府官员、台商与台干的访谈以及对文献资料的查阅,尝试回答这一问题。在昆山市融入全球化的过程中,昆山政府与台资企业形成了自由统合主义的政商关系。这一关系主要源于三方面的原因:竞争威胁感知、历史机遇和区位优势、台湾中小型企业的特点。对竞争威胁的感知为政府扮演服务角色提供了强大动力,而历史机遇、区位优势以及台湾中小企业抱团取暖的特征则促成了一个具有国际导向且行动力强的台湾同胞投资企业协会。昆山的经验启发我们,中国的地方城市在融入全球化的过程中,"强政府-强社会"模式是一种可践行的重要路径。The government-business relationship is an important perspective to study China’s economic miracle.The previous research is made mainly from the perspectives of nationalism,clientelism and "the state in society" with the research objects being mostly state-owned enterprises and private enterprises.However,what is the relationship between non-local capital and local government in the process of urban integration into globalization? Taking Kunshan City as an example,this paper attempts to answer this question by interviewing the city’s government officials,Taiwan Residents businessmen and cadres,as well as by consulting some literature.In fact,Kunshan government and Taiwan-funded enterprises have formed a government-business relationship of "free corporatism" in the process of its globalization.This relationship mainly stems from three factors:perception of competitive threat,historical opportunities and location advantages,and the characteristics of Taiwan small and medium-sized enterprises.The perception of competitive threat provides a strong impetus for the government to play a service role,while historical opportunities,geographical advantages and the characteristics of small and medium-sized enterprises’ "jointly holding together for warmth" help to bring about an internationally oriented and highly motivated association of Taiwan compatriots investment enterprise.Kunshan’s experience enlightens us that the model of "strong government,strong society" is an important way to practice in the process of integrating Chinese local cities into globalization.
