购买服务视角下农民工政策发展及其治理效能

摘　　要：中国政府为改善农民工就业和生活环境提供了一系列公共服务,但这些服务却长期存在供给不足、效率低下、质量不高、效果不佳等问题。为此,各地政府不断创新公共服务供给模式,其中政府购买农民工服务模式不仅有效提升了农民工服务的供给水平,而且促成了农民工政策的积极转型及其治理效能的充分发挥。中国政府与学界应当以购买服务为视角,加强对农民工政策及公共服务的基础研究和实践探索,同时联合社会各界力量大力培育服务农民工的社会组织,扩大农民工服务购买目录并提高供给质效,加强和完善对购买服务模式的评估监督,从而切实构建农民工服务的社会治理格局,充分满足农民工群体对公共服务的多样化需求。The Chinese government has provided a series of public services to improve the employment and living environment of migrant workers,but its services always have problems such as insufficient supply,low efficiency,low quality,and poor results.To this end,the government has continuously innovated the public service supply model.The government has effectively improved the supply and service level of social policies for migrant workers by purchasing public services for migrant workers.The government should strengthen the basic research and practical exploration of purchasing public services for migrant workers,actively cultivate social organizations serving migrant workers,expand the purchase catalog and improve the quality and efficiency of supply,strengthen and improve the evaluation and supervision of purchasing services,so as to construct the social governance pattern of migrant workers and fully meet the diverse needs of migrant workers for public services.
