地市级中心医院科研发展瓶颈问题和对策探讨

摘　　要：目的探索解决地市级中心医院科研发展瓶颈问题和对策,实现医院跨越式发展。方法以我院为例,通过对医院重点学(专)科建设、科研立项、论文、专利及获奖情况等进行全面分析,剖析科研发展瓶颈问题,制定对策。结果通过逐步实施精准对策,我院建立健全了科研组织架构,营造了浓厚的科研氛围;国家级、省级科研项目申报及获批数量大幅上升;高层次人才培养和科研平台的建设初见成效;逐步实现资源共享和互补;医疗技术水平得到有效提升,科研管理成效显著。结论采取升级科研认识、精准科研定位、弥补人才短板、加强交流合作、建设和利用科研平台、设立院内资助项目、绑定重点专科互助发展等一系列对策将有助于地市级中心医院实现科技创新工作跨越式发展。Objective To identify the bottleneck of scientific research development in a prefecture-level central hospital and formulate countermeasures and realize the leap-forward development of the hospital.Methods Taking the Second People's Hospital of Liaocheng as an example,through the comprehensive analysis of the department construction,scientific research projects,paper publication,patents and awards,the bottleneck of scientific research and development were identified,and the countermeasures were formulated.Results We have established and improved a scientific research organization structure and enriched scientific research environment.The number of submitted and applied research projects at national or provincial levels has increased.The training of highlevel talents and the construction of scientific research platform have achieved initial results;resources sharing and complementation have been realized;the level of medical technology has been upgraded and the scientific research management improved.Conclusion A series of countermeasures,such as upgrading scientific research knowledge,accurate scientific research orientation,making up for the shortage of talents,strengthening exchange and cooperation,building and utilizing scientific research platform,establishing hospitalfunded projects,and promoting key disciplines-aided development,will be helpful to realize the leap-forward development of scientific and technological innovation in central hospitals at prefectural and municipal levels.
