装备制造业服务化科技政策效率及其影响因素研究--基于DEA-Tobit的实证分析

摘　　要：服务化是促进我国装备制造业转型升级的重要途径,其运行受到政府科技政策重要影响。本文在分析科技政策对我国装备制造业服务化作用机理的基础上,结合2011-2018年装备制造业面板数据,运用DEA-Tobit方法,测算我国装备制造业服务化科技政策效率,实证研究服务化科技政策效率影响因素。研究结果表明:整体来看,我国装备制造业服务化科技政策纯技术效率有效,但部分年份的综合效率无效;分不同行业看,服务化科技政策效率存在行业异质性。高层管理者水平和市场规模对装备制造业服务化科技政策效率有显著正向影响,政府R&D经费支出强度和服务经济水平有显著负向影响,技术传播与扩散能力对科技政策效率的影响没有显著性。Servitization is an important way to promote the transformation and upgrading of China′s equipment manufacturing industry,and its operation is greatly influenced by the government′s science and technology policy.Based on the analysis of the mechanism of the servitization effect of science and technology policies on China′s equipment manufacturing industry,combined with the panel data of Statistical Yearbook in equipment manufacturing industry from 2011 to 2018,this paper uses DEA-Tobit method to measure the efficiency of science and technology policy in China′s equipment manufacturing industry servitization,and makes an empirical analysis of the influence factors of the servitization science and technology policy efficiency.The results show that:according to the overall,the pure technical efficiency of servitization science and technology policy in China′s equipment manufacturing industry is effective,but the comprehensive efficiency in some years is ineffective;by industry,there is industry heterogeneity in servitization science and technology policy efficiency.The level of senior management and market size have a significantly positive impact on the efficiency of servitization science and technology policy in the equipment manufacturing industry,the government R&D spending strength and service economy level exists significantly negative effects,and technology dissemination and diffusion capacity has no significant influence on the efficiency of the science and technology policy.
