现代社会治理应对“无直接利益冲突”的政治哲学思考

摘　　要：现代社会治理对“无直接利益冲突”的积极回应需要一种政治哲学视域,才能从整体上展现出新时代人民美好生活需要的根本价值追求。“无直接利益冲突”体现的是政治现代化带来的人民主体参与意识增强以及社会交往普遍化与现代公共领域对现代公共生活的重构,反映的是一种均衡的社会多元主体之间相互证成关系的缺失状态。经济社会转型发展的利益分化、为社会弱势群体普遍关注的社会敏感事件的发生及其造成的社会心理冲击、社会公众舆论尤其是网络舆情的发酵引发持续的社会关注等三个方面分别构成了“无直接利益冲突”的根本原因、直接原因和重要原因。从政治哲学的角度来探寻“无直接利益冲突”社会治理的实践智慧需要:以坚定不移的党的政治领导来引领“无直接利益冲突”社会治理实践的展开,以多元协同的社会治理共同体构建来探寻“无直接利益冲突”社会治理路径,以理性稳健的现代公共领域构建来提升“无直接利益冲突”社会治理效能。The positive response of modern social governance to the“problem of no direct interest”needs a political and philosophical perspective,in order to show the fundamental value pursuit required by the people in the new era for a better life.“No direct conflict of interest”reflects the increased awareness of the people’s subject participation brought about by political modernization,the universalization of social interactions and the reconstruction of modern public life in the modern public sphere,and reflects a balanced mutual verification between multiple social subjects.The missing state of a relationship.The differentiation of interests in the development of economic and social transformation,the occurrence of socially sensitive events that are of general concern to socially disadvantaged groups and the social psychological impact caused by them,and the fermentation of social public opinion,especially online public opinion,have led to continuous social attention.The root cause,direct cause and important cause of“no direct conflict of interest”.From the perspective of political philosophy,to explore the practical wisdom of social governance with“no direct conflict of interest”:the unswerving political leadership of the Party will lead the development of the practice of“no direct conflict of interest”social governance,and a diverse and coordinated social governance community.It is constructed to explore the path of social governance with“no direct conflict of interest”,and to improve the efficiency of social governance with“no direct conflict of interest”through the construction of a rational and stable modern public domain.
