环保督察约束力与地方跨层级环境治理逻辑--基于S省P市的案例考察

摘　　要：党的十八大以来,环保督察逐渐成为中央层面环境治理的新手段,对提升跨层级的地方环境治理绩效具有显著作用。研究发现:中央环保督察具有任务政治化属性,对各级地方形成督办压力;突出问题与任务导向,对各级地方形成问责压力;突破行政层级和属地限制实现巡察全覆盖,对各级地方形成动员压力。面对环保督察“三重约束压力”,地方政府以跨层级的形式表现出环境治理的快速响应、责任传导和治理效用的治理逻辑,反映了新时代我国环境治理模式的新变化。As the new means of environmental governance at the central level since the 18th National Congress of the CPC,environmental protection supervision has a significant effect on improving the performance of crosshierarchy local environmental governance.It is found from the study that the central environmental protection su⁃pervision has the nature of politicizing tasks,which exerts pressure on local governments at all levels to super⁃vise and manage them;it highlights the problems and task orientation,which exerts accountability pressure on local governments at all levels;it breaks through administrative hierarchy and territorial restrictions to achieve full coverage of inspections,which exerts mobilization pressure on local governments at all levels.Faced with the triple-constraint pressure of environmental protection supervision,local governments show the governance logic with rapid response to,transitive responsibility for,and governance effectiveness of environmental gover⁃nance in the form of cross-hierarchy,which reflects the new change of China's environmental governance model in the New Era.
