贸易便利化不平衡与国际旅游产业协调发展——来源于金砖国家的经验证据

摘　　要：贸易便利化不平衡对国际旅游产业协调发展具有深刻影响,以金砖国家为对象,运用2011至2017年的相关数据研究发现,中国、印度、南非的贸易便利化水平高于俄罗斯和巴西,俄罗斯是唯一保持各项指标全面增长的国家。技术水平对各国贸易便利化普惠性作用不断凸显,但各国政府效率和海关环境却愈发不平衡。中国和其他金砖国家国际旅游产业处于中度协调状态,仍然存在较大合作空间。计量结果表明贸易便利化不平衡会加剧中国和其他金砖国家国际旅游产业的失调发展,交通设施和政府效率的差距是最为重要的影响因素。较远的空间距离对中国和其他金砖国家国际旅游产业协调发展具有显著的抑制作用,而上合组织成员国、和中国存在服务贸易承诺的影响则相反。The imbalance of trade facilitation has a profound impact on the coordinated development of the international tourism industry.Based on the relevant data from 2011 to 2017,taking the BRICS as the research object,it is found that China,India,and South Africa have higher levels of trade facilitation than Russia and Brazil,and Russia is the only country that maintains overall growth in various indicators.The level of technology has become increasingly prominent for the inclusiveness of trade facilitation in various countries,but the efficiency of governments and the customs environment are becoming increasingly imbalanced.China and other BRICS countries are in a state of moderate coordination in the international tourism industry,and there is still room for greater cooperation.The measurement results show that the trade facilitation imbalance will aggravate the unbalanced development of the international tourism industry in China and other BRICS countries.The gap between transportation facilities and government efficiency is the most important factor.The farther spatial distance has a significant inhibitory effect on the coordinated development of the international tourism industry in China and other BRICS countries,while the influence of the SCO member states and China’s service trade commitments is reversed.
