摘 要:新冠疫情等重大危机事件给人民生命及健康带来了严峻挑战。医疗物资等动员资源供需严重失衡已经成为有效应对重大危机事件的难题。在分析急时、战时和平时动员资源需求的基础上,介绍超常供给学派形成的历史脉络;对比超常供给理论与西方供给学派及中国供给侧结构性改革的关系,提出了超常供给理论的框架,总结了超常供给理论的特征。研究认为:超常供给理论是对中国供给侧结构性改革理论的重要补充和完善,主要用于解决急时、战时和市场严重失衡等危机状态下的供需矛盾问题,其核心思想是为应对危机提供稳定的资源超常供给能力。COVID-19 outbreak and other major crisis events have brought severe challenges to the life and health of Chinese people.The serious imbalance between supply and demand of mobilized resources such as medical materials has become a problem for effectively coping with major crisis events.Based on the analysis of the demand for mobilized resources in time of emergency,war and peace,the historical context of the formation of the supernormal supply school was introduced,the relationship between the supernormal supply theory and the western supply school and supply-side structural reform in China was compared,the framework of the supernormal supply theory was put forward,and its characteristics were summarized.The research shows that the theory of supernormal supply is an important supplement and improvement to the theory of supply-side structural reform of China.It is mainly used to solve the contradiction between supply and demand in crisis situations during emergency,wartime and serious market imbalance.Its core idea is to provide stable supernormal supply capacity for coping with crisis.
