摘　　要：“十四五”时期,我国经济形态将从工业经济进一步加速向数字经济转型,通信产业在经济发展中的作用也将从工业基础设施向数字化引擎转变。充分发挥通信产业的引擎和驱动作用,应强化顶层制度设计,推动通信产业和数字经济统筹部署。具体而言,要加快通信产业体制机制改革,激活垂直应用市场创新活力;推进通信技术与新兴前沿技术深度融合,加快推动通信技术在终端消费、工业生产、社会治理中的示范应用;完善信息通信产业链安全管理体系,夯实产业安全组织保障;培育开放式协同化创新平台和产业生态,推动通信技术领先向数字经济生态全面领先方向转变。During the 14th Five-Year Plan period,China's economy form will transfer from an industrial economy to a digital economy,and the role of the communications industry in economic development will also transfer from industrial infrastructure to a digital engine.In order to maximize the driving power of the communications industry,greater focus should be pay on the top-level design,overall deployment of the communications industry and the digital economy should be promoted.Firstly,we should accelerate the reform of the communications industry and activate the innovative vitality of the vertical application market.Secondly,we should promote the deep integration of communications technology and emerging frontier technologies,and promote the application of communication technology in terminal consumption,industrial production,and social governance.Thirdly,we should improve the safety management system of the information and communication industry chain,and consolidate the guarantee of industrial safety organization.Lastly,we should cultivate an open collaborative innovation platform and industrial ecology,and transfer the leading power of communication technology into the whole digital economy.
