打赢脱贫攻坚战进程中保障农村贫困农民享有体育公共服务权益的研究

摘　　要：在以往的农村贫困农民享有体育公共服务权益的发展过程中,最大的问题在于农村贫困农民享有体育公共服务的主体性地位得不到保障,农村贫困农民享有体育公共服务权益得不到呵护,农村贫困农民享有体育公共服务的主体作用得不到充分发挥。打赢脱贫攻坚战进程中的关键策略在于:加快贫困农村公共体育基础设施建设的发展;提供多元化农村贫困农民需求的体育公共服务产品;建立有效的贫困农村体育公共服务需求表达机制;充分利用地方高校体育人才优势;建立多元化资金投入贫困农村体育场地设施建设的运行机制。It is a long and complex process to protect the rights and interests of rural poor farmers on public sports service,especially in the comprehensive implementation of poverty alleviation objective proposed by the General Secretary Xi Jinping and the decision of the CPC Central Committee and the State Council on the fight against poverty.In the past,the biggest problem in the promotion of rural poor farmers'rights on public sports services was that the main body of the farmers was not guaranteed,the rights and interests to enjoy sports public services were not protected,and the main role of the farmers to enjoy sports public services was not fully played.Thus,the key strategy is to speed up the development of rural sports culture and public infrastructure,provide diverse public sports service products,establish effective demand expression mechanism,make full use of local colleges and universities sports talents and diversified rural sports cultural infrastructure construction fund investment operation mechanism.As a result,we can overcome the difficulties in the construction of sports public service and promote the construction of the public service guarantee system.
