摘　　要：无论是从满足人们对高端医疗服务的需求、促进建立多层次医疗保障体系出发,还是从拓宽公立医院筹资渠道、弥补公立医院补偿不足、反哺基本医疗亏损等角度分析,公立医院开展高端医疗服务都有其必要性。为了做好高端医疗,公立医院在坚守公益性的同时,要合理分配好医疗资源,强化内部管理、提升医疗服务水平和质量,合理制定医务人员的报酬,防止趋利趋向,加强外部监管,维护患者权益,以保障公立医院高端医疗服务健康有序发展。Whether it is from the perspective of meeting people’s demand for high-end medical services,promoting the establishment of a multi-level medical security system,or from the perspectives of broadening public hospitals’financing channels,making up for insufficient compensation in public hospitals,and feeding back basic medical losses,public hospitals have all It is necessary.In order to do a good job in high-end medical care,public hospitals must rationally allocate medical resources,strengthen internal management,improve the level and quality of medical services,reasonably set the remuneration of medical staff,prevent profit trends,strengthen external supervision,and maintain The rights and interests of patients to ensure the healthy and orderly development of highend medical services in public hospitals.
