摘  要:容载比指标是电网建设项目立项的重要依据,针对电网建设项目立项受限于单一容载比指标的情况,基于两个关键的影响因子,即电量年均增长率和工程迟滞年限,建立了电网建设项目立项评测模型,并利用评测模型线性修正容载比指标,最终形成适应各网区自身特点的电网项目立项策略表。以某电网为例,应用评测模型制定了该网区2021-2023年220 kV电网规划方案,由此验证了评测模型的有效性。评测模型可为科学把控电网项目立项、合理调整电网项目排序、有序推进电网项目建设进度提供决策依据。The capacity-load ratio index is an important basis for the approval of power grid construction project.Aimed at surmounting the difficulty that the approval of power grid construction project is limited to a single capacity-load ratio index,an approval evaluation model of power grid construction project is established based on two key influencing factors,i.e.the average annual growth rate of electricity consumption and the project delay period,and is used to linearly correct the capacity-load ratio index.Finally,an approval strategy table of power grid projects adapted to the characteristics of every power grid area is formed.A power grid is taken as an example,where the evaluation model is used to develop a 220 kV power grid planning scheme of the power grid area from 2021 to 2023,to verify the effectiveness of the evaluation model.The evaluation model can provide a decision-making basis for the science-based control of the approval of power grid projects,the rational adjustment of the sequence of power grid projects and the orderly promotion of the construction progress of power grid projects.
