韧性城市视角下街区开放空间规划策略研究

摘　　要：随着城市化进程的推进,城市灾害频发成为严峻的城市问题,增强城市灾害应对能力,推动韧性城市建设是当前城市发展的重要目标。街区是城市系统的基本单元,开放空间是街区规划设计中重要元素。街区中尺度适宜,满足韧性城市要求的开放空间能够提升城市灾害应对能力。文章以韧性城市视角下街区开放空间规划,基于人性化原则、综合防灾减灾原则和恢复力形成原则三个方面,提出防洪韧性策略、消防韧性策略、防震减灾韧性策略和社区安全韧性策略四个方面规划策略,进而推动街区防灾减灾能力提高和可持续发展的实现。With the advance of urbanization,the frequent urban disasters have become a serious urban problem.Enhancing the ability of urban disaster response and promoting the construction of resilience cities become an important goal of the current urban development.District is the basic unit of the urban system.Open space is an important element in the district planning and design.Open space that has appropriate spatial scale and meets the requirements of resilient cities in districts can improve urban disaster response capacity.Districts'open space planning from the perspective of resilient cities should consider The Humanization Principle,Comprehensive Prevention and Reduction Principle,Resilience Principle.This paper puts forward four planning strategies:flood control resilience strategy,fire control resilience strategy,earthquake prevention and disaster reduction resilience strategy and community safety resilience strategy,which can improve the ability to prevent and mitigate natural disasters and realize the sustainable development in the districts.
