精细化工企业承包商全过程安全管理模式研究

摘　　要：承包商是精细化工企业安全管理中的难点,也是事故频发的特殊群体,做好承包商安全管理对改善精细化工行业安全形势有着至关重要的作用。剖析当下精细化工企业承包商安全管理中存在的问题和不足,提出了由完善管理制度、严格准入条件、夯实培训考核、强化作业管理、健全考核机制等5个方面构成的全过程安全管理模式,并探索出承包商全过程安全管理流程,对规范承包商管理、实现安全稳定发展起到积极的作用。Contractor is not only a difficult problem in safety management of fine chemical enterprises,but also a special group with frequent accidents.Contractor safety management plays an important role in improving the safety situation of fine chemical industry.On the premise of analyzing the problems and shortcomings of contractor safety management in fine chemical enterprises at present,this paper puts forward the whole process safety management mode consisting of five aspects:improving management system,tightening access conditions,consolidating training and assessment,strengthening operation management and perfecting assessment mechanism,and explores the flow chart of contractor's whole process safety management,playing a positive role in standardizing contractor management and achieving safe and stable development.
