摘　　要：贫困是世界性问题。1949年至今,在脱贫的道路上,我国扶贫开发工作经历了救济式扶贫到精准扶贫的5种模式,为了2020年打赢精准脱贫攻坚战,采取了精准识别、坚持扶志与扶智相结合、坚持动员全社会力量共同参与、发展产业、社会保障体系、精准管理等措施,实行精准扶贫。作为发展中大国,2020后中国将进入以相对贫困和精神贫困为特点的后精准扶贫时代。鉴于其治理的长期性、复杂性,就需要新思路、新诉求,即以“攻心”为上,制度上构建贫困治理长效机制、重塑整体性治理、实施城乡一体化治理等,实现贫困的优化治理。Poverty is a world-wide problem.Since 1949,on the road to poverty alleviation,China's poverty alleviation through development has gone through 5 models from relief-based poverty alleviation to targeted poverty alleviation.In order to win the battle of targeted poverty alleviation in 2020,we have adopted accurate identification,persisting in the combination of aspiration-stimulation and education,mobilizing the whole social forces to participate,and have adopted measures of developing industries,social security systems and precise management.As a developing country,China will still exist with poverty after 2020.China will enter a post-targeted-poverty-alleviation era with the characteristics of relative poverty and spiritual poverty.Due to long term existence and complexity of poverty alleviation,new ideas and new demands are needed,that is,to take the"Mind-Capture Orientated Strategy"as a priority,to institutionally establish a long-term mechanism of governance system,reshape overall governance,implement the urban-rural integration governance and so on to realize the optimal governance of poverty.
