Sino-Japanese Economic Relations That Meet the Requirement of the New Era

摘　　要：2019年6月,习近平主席与日本首相安倍晋三就“构建契合新时代要求的中日关系”达成共识。经济关系是中日关系的重要组成部分,且在其中占据“压舱石”的基础地位、扮演“推进器”的重要角色,构建契合新时代要求的中日关系,理应涵盖经济关系。构建契合新时代要求的中日经济关系,一要契合新时代世界经济新变局,包括新兴市场整体快速崛起、大国实力对比显著变化、全球经济治理赤字严重和地缘经济布局重大调整等主要趋向;二要契合新时代区域合作新棋局,即在欧美区域合作遭遇反动的背景下,东亚区域呈后来居上之势,中日作为东亚第一和第二经济大国,理应在推进东亚合作、再创区域合作的“东亚奇迹”层面携手共进;三要契合新时代中国开放新格局,包括“一带一路”统领大局、双向投资均衡格局、进出贸易并重布局、东西海陆联动全局和参与全球治理新局等重大趋向;四要契合新时代日本开放新布局,包括从贸易立国到投资立国、从对外投资到引进外资、从发达国家到新兴市场、从多边体系到区域框架、从美国中心到多元拓展等重大态势;五要契合新时代中日关系新开局,为此要进一步夯实政治互信的经济互利基础,顺应实力对比关系与相互依存地位的巨大变化,当前尤其要消解疫情冲击并引领疫后合作。In June 2019,President Xi Jinping and Japan’s Prime Minster Abe reached the consensus of building the Sino-Japanese relations that meet the requirement of the new era.Economic ties serve as the cornerstone and the booster of the Sino-Japanese relations,which must be included in the building of the Sino-Japanese relations that meet the requirement of the new era.The building of new pattern of Sino-Japanese economic relations should meet the changes of current global economy with the rise of newly emerging economies,the shift of power,growing deficit of global economic governance and changes of geo-economic configuration.It should meet the changing trend of new regional cooperation with the declining role of the European and American countries and rising role of East-Asian countries led by China and Japan.It should meet the new pattern of China’s opening up,with China’s the Belt and Road Initiative,balanced regional development,the new foreign trade investment configuration and the participation of global economic governance.It also should meet the layout of Japan’s opening up in the new era,with the shift from foreign investment to the introduction of foreign capital,from focusing on developed countries to linking with emerging markets,from the multilateral system to the regional framework and from relying on the United States to extending multiple ways of cooperation.In order to meet the new opening of Sino-Japanese relations in the new era,both sides should further consolidate the economic foundation for the political mutual trust,conform to the new changes of power balance and interdependence,and,in particular,work together to resist the impact of the COV-19 epidemic and further promote the cooperation after the epidemic.
