摘 要:政策能力这个政治科学和政策分析中的传统概念,在协同治理视野下具有了新的内涵和特征,因此需要形成新的解释性框架。由府际关系的性质、组织边界的变化、协同规则的强度这三个维度所形成的新框架,有效地解释了协同治理的内在需求给政策能力所提出的挑战以及为政策能力的提升所提供的条件。在协同治理的框架下,政策能力表现为一种政府间的政策能力,跨界治理的能力,以及共同形成治理规则的启发能力。经由这个新框架,协同治理理论和政策分析理论之间被割裂的状态得到了弥补。Policy capability,as a traditional concept in the literatures of political science and policy analysis,now has its new connotation and characteristics in the perspective of collaborative governance,and thus it is necessary that constructing a new analytical framework to understand this changing concept.The new framework,which is formed by the nature of intergovernmental relations,the change of organizational boundaries and the strength of collaborative rules,effectively explains the challenges posed by the inherent needs of collaborative governance to policy capacity,and the conditions provided by the collaborative governance for the promotion of policy capacity.Under the framework of collaborative governance,policy capacity should be understood as the ability of intergovernmental policy and of boundary-spanning governance,and the inspiration ability of jointly forming governance rules.
