加拿大油砂沥青产业发展新动向

摘　　要：经过50多年的发展,加拿大油砂沥青产业实际产量已达到290万桶/d,但其发展面临众多挑战。近几年,加拿大政府推出了国家部分改质计划(NPUP计划)和油砂沥青生产非燃料产品计划(BBC计划),支持企业创新发展。其中NPUP旨在大幅减少甚至不添加管道输送(管输)稀释剂,在降低整体成本的同时,缓解管输资源的紧张。而BBC计划则提倡产品多样性、延长产业链,以充分提升油砂沥青的资源价值。文中分析了NPUP和BBC计划对油砂沥青产业发展定位与发展战略以及对产业技术发展方向、产业投资以及市场、物流运输等的影响,指出要高度重视该产业发展新动向并积极投身其中。After more than 50 years of development,the actual output of Canada oil sands bitumen industry has reached 2.9 million barrel/d,but its development faces many challenges.In order to support the innovation and development of enterprises,two new development strategies called as National Partial Upgrading Program(NPUP)and Bitumen Beyond Combustion(BBC)Program were promoted by Canada government in recent years.Among them,the NPUP aims to reduce or even not add diluent for pipeline transportation,reduce the overall cost and relieve the shortage of pipeline transportation resources.The BBC Program is to promote product diversity and extend the industrial chain to fully enhance the resource value of oil sands bitumen.The impact of NPUP and BBC Program on the development orientation and strategy of oil sands bitumen industry is analyzed,as well as the impact on the development direction of industrial technology,industrial investment,market,logistics and transportation,etc.It is pointed out that great attention should be paid to the new development trend of this industry and actively participate in it.
