中国高质量发展地区差距及时空收敛性研究

摘　　要：研究目标:深刻把握高质量发展内涵,分析中国高质量发展区域分布特征和收敛机制。研究方法:基于1997~2017年30个省份的面板数据,选取57个基础指标构建中国高质量发展水平指标评价体系,采用主成分分析法(PCA)确定各指标权重进行评价分析,运用Dagum基尼系数和时空β收敛进行实证分析。研究发现:各省份高质量发展水平存在明显差异,四大地区高质量发展差距显著,总体呈"东部高、东北居中、中西部低"的发展格局;中国高质量发展整体呈现收敛状态,但四大地区的时空收敛性存在显著差异,其中西部地区考察中期和东北地区考察中后期呈发散状态,其余时期均呈收敛状态。研究创新:从经济活力、创新驱动、协调发展、绿色发展、开放发展和成果共享六个层面构建了中国高质量发展水平指标评价体系,测度各时期各省份的高质量发展水平及不同地区间的地区差距和时空收敛情况。研究价值:揭示中国高质量发展水平的演变趋势,为推动高质量发展、加快区域协同发展提供依据。Research Objectives:It is profoundly grasping the connotation of high-quality development and analyzing the regional distribution characteristics and convergence mechanism of high-quality development in China.Research Methods:Based on the panel data of 30 provinces from 1997 to 2017,this paper selects 57 basic indicators to build a high-quality development index evaluation system in China.It uses principal component analysis(PCA)to determine the weight of each indicator for evaluation and analysis and uses the Dagum Gini coefficient and temporal-spatialβconvergence to conduct an empirical research.Research Findings:It is found that there are significant differences in the high-quality development levels among the provinces,and the development inequality between the four regions is significant.The development pattern is"high in the east,middle in the northeast,low in the mid-western regions."The high-quality development in China presents the state of converging,but there are significant differences in the temporal-spatial convergence of the four major regions.Among them,the middle period of the western region and the mid-to late period of the northeast region presents the state of dispersing,and the others presents the state of converging.Research Innovations:This paper proposes a measurement system of high-quality development index evaluation system in China from six aspects,such as economic vitality,innovation driven,coordinated development,green development,open development and achievement sharing.It measures the high-quality development levels of each provinces in each periods and the regional gap and the temporal-spatial convergence between different regions.Research Value:It reveals the evolution trend of China’s high-quality development level,and provides foundations for the promotion of high-quality development and acceleration of regional coordinated development.
