摘　　要：美国财政部不仅是美国政府的核心经济部门,而且在其国家安全事务中发挥着重要作用。冷战后特别是"9·11"事件以来,美国财政部在国家安全事务中的角色发生了明显的演变,从历史上的"客串演员"升级为今天的"领衔主演"。美国财政部国家安全角色的演变是全球化提速、安全威胁变化、定向制裁理念兴起以及"9·11"事件后的特殊环境共同作用的结果。特朗普执政后,美国财政部更加积极参与国家安全事务,但遭到许多质疑和批评。美国财政部国家安全角色的演变对中国和国际社会带来负面影响,我国需高度重视,通过深化国内改革、加强国际合作以积极应对。The US Treasury is not only the core economic branch of the US government,but also plays an important role in its national security affairs.After the Cold War,especially since 9/11,the role of US Treasury in national security affairs has evolved from a guest actor to a leading actor.This evolution is the result of accelerated globalization,changes in security threats,the rise of the concept of targeted sanctions,and the unique environment after 9/11 attack.Since Donald Trump took office,US Treasury has become more actively involved in national security affairs,but it has encountered many doubts and criticisms.The change of US Treasury’s role in national security has negative implications for China and the international community,and China needs to pay close attention to it and respond by deepening domestic reform and strengthening international cooperation.
