英国住房发展规划编制的经验与启示

摘　　要：2017年英国住房、社区和地方政府部门发布了住房绿皮书《社会住宅绿皮书》和住房白皮书《修复我们破碎的住房市场》,这两个文件将作为英国未来一段时期全国层面住房发展的纲领性规划文件。目前,英国已经形成了较为完善的国家-区域-地方三级住房规划体系,在住房规划编制与实施等方面积累了丰富的经验。本文通过深入分析和研究英国在住房发展规划编制中的做法和经验,为我国住房发展规划的编制工作提供有益的借鉴和参考。In 2017,the Ministry of Housing,Communities and Local Government issued the green paperon“Green Paper on Social Housing”and the white paper on“Repairing Our Broken Housing Market”.These two documents will serve as the programmatic planning documents for UK housing development at the national level in the future.At present,the UK has formed a relatively perfectthree-layer housing planning system at national-regional-local level respectively,and accumulated rich experience in the compilation and implementation of housing planning.Through in-depth analysis and research on the practice and experience of UK in housing development planning,this paper provides useful reference for compilationof housing development planning inChina.
