摘　　要：考察政府环境管制工具是否有效且能激发城市绿色创新效应,将有助于提高管制政策的有效性,促进生态文明建设。基于2003—2015年我国267个城市面板数据,利用双重差分方法评估低碳城市试点政策对城市创新水平的影响,运用双重差分倾向得分匹配法(PSM-DID)进行验证,并对政策效果的异质性及中间影响机制进行深层探讨。研究表明:低碳城市试点政策显著提高了城市创新水平,该结果经一系列稳健性检验后依然稳健;异质性分析发现,低碳城市试点政策效果存在区位异质性,其中西部试点城市政策效果最佳,随着城市规模的增大,低碳城市试点政策促进城市创新的效果减弱;中介机制检验结果表明,低碳城市试点政策能够促进产业结构升级、增加财政支持以及人力资本,进而对城市创新产生积极影响。因此要坚持因地制宜原则与多元化发展战略,加大知识、技能等要素投入与科技方面的财政扶持力度,重视对科技人才的培养,以实现低碳城市试点政策的有效驱动。It will help to improve the effectiveness of regulatory policies and promote the construction of ecological civilization to investigate whether the government environmental control tools are effective and can stimulate the green innovation effect.Based on the panel data of 267 cities in China from 2003 to 2015,this paper uses the double difference method to evaluate the impact of low-carbon city pilot policies on the level of urban innovation,uses the double difference tendency score matching method to verify,and discusses the heterogeneity of policy effects and the mechanism of intermediate impact.The results show that,the low-carbon city pilot policy significantly improves the level of urban innovation,which is still stable after a series of robustness tests.The results of heterogeneity analysis show that there is regional heterogeneity in the effect of low-carbon city pilot policies,among which the Western pilot cities have the best effect.With the increase of urban scale,the effect of low-carbon city pilot policy to promote urban innovation is weakened.The results of intermediary mechanism test show that the low-carbon city pilot policy can promote the upgrading of industrial structure,increase financial support and human capital,and then have a positive impact on urban innovation.Therefore,the government should adhere to the principle of adjusting measures to local conditions and diversified development strategy,increase the input of knowledge,skills and other elements and financial support for science and technology,and attach importance to the training of scientific and technological talents,so as to realize the effective driving of low-carbon city pilot policy.
