摘　　要：中国共产党在国家权力结构中的核心地位决定了党内问责制在问责制度体系中的关键地位,决定了党内问责制不仅是管党治党的制度保障,而且具有显著的国家治理效能。一段时期内,因对党内问责重要原则把握不精准、问责主体能力不均衡、问责情形适用不精准、问责程序执行不严等原因导致的问责实践异化,加剧了党的政策执行形式化和党员领导干部的不合理“避责”行为,阻碍了全面深化改革的推进,遮蔽了党内问责制的治理效能。有效矫正党内问责的实践异化问题,更好发挥其治理效能,需精准把握党内问责制的功能定位,完善权责清单制度,协同推进问责机制和容错机制建设,规范执行问责程序,并建立问责质量评估制度。The core status of the Communist Party of China in the national power structure determines the crucial status of accountability system within the Party in national accountability system,which means the inner-party accountability system not only is the system guarantee for the CPC’s management and administration,but also has significant efficacy in national governance.Over a period of time,the alienation of accountability practice caused by the reasons such as inaccurate understanding of the important principle of accountability within the CPC,the imbalance of the ability of accountability subject,the inaccurate application of accountability and the non-strict implementation of accountability procedures,has intensified the formalized implementation of the CPC’s policies and the unreasonable“blame-avoiding”behaviors of the CPC members and cadres,hindered the promotion of comprehensivelydeepeningreform and blocked the governance efficacy of accountability within the CPC.In order to effectively rectify the alienation of the practice of the inner-party accountability and better give play to the governance efficacy of the accountability within the CPC,it's required to accurately understand the functional positioning of the inner-party accountability,improve the responsibility list system,promote the construction of accountability mechanism and fault-tolerant mechanism in a coordinated way,streamline the accountability and establish a system for quality evaluation of the accountability system.
