民国时期国民政府广播管理的传播发展观及其逻辑——一种基于伦理视角的历史考察

摘　　要：作为民国时期的新媒介代表,广播的价值与功用得到了社会的普遍认可.然而,随着广播事业的快速发展,许多民营电台过分追求商业利益,缺乏社会责任观念,以致播送低俗娱乐节目,靡靡之音严重影响社会风气和民众思想.为了更好地利用广播凝聚力量,整合社会,国民政府对无线电的接收与经营权,广播节目设置与内容编排,以及战时广播伦理和职能等方面出台了一系列的条令法规,促使广播业由最初的自由散乱朝着规范化、有序化发展.管理与规制的背后是民国社会对媒介社会化的深刻反思,通过广播帮助大众全面认识所处的时代环境,改善生活、解决冲突、达成共识,推动知识、技术、思想、文化的沟通交流,最终旨在实现人与社会的契合,这成为了广播发展的内在逻辑.As the representative of the new media in the period of the republic of China,the value and function of broadcasting were generally recognized by the society.However,with the rapid development of broadcasting,many private radio stations excessively pursue commercial interests and lack the concept of social responsibility,resulting in the broadcasting of vulgar entertainment programs.In order to make better use of radio to gather strength and integrate society,the national government issued a series of rules and regulations on radio reception and management rights,radio program setting and content arrangement,as well as broadcasting ethics and functions during the war,which promoted the development of radio industry from free and disorderly at the beginning to standardized and orderly.Management and regulation of the republic of China is behind the social profound reflection on the social media,help the general public to comprehensive understanding through radio era environment,improve the life,conflict resolution,consensus,promote knowledge,technology,ideology,culture communication,eventually to achieve the union of man and society,this has become the internal logic of the development of the broadcast.
