森林公园游憩服务价值评价及建构效度检验

摘　　要：从间接效用函数理论出发,构建基于条件价值法(CVM)的森林公园游憩服务价值评价框架模型,以山西省白马寺山森林公园为例,对游憩服务价值进行定量测算,并运用Logit模型和Oprobit模型对价值评估建构效度进行定量分析。结果表明:2018年居民对白马寺山森林公园游憩服务的支付意愿概率和支付水平相对较低;价值评价结果的建构效度较好,居民对白马寺山森林公园游憩服务的支付意愿和支付水平均受到收入水平的约束,与经济学理论基本一致;居民的支付意愿比居民的支付水平更易受到游憩白马寺山森林公园的频次、游客对其态度和评价对象特征的约束,反映出居民对生态服务产品消费存在明显的“搭便车”侥幸心理;随白马寺山森林公园可达性的增加,居民对森林公园游憩服务的支付金额降低。因此,从提高居民森林公园游憩服务的效用和社会福利水平看,未来还应该继续完善森林公园内部的基础设施,而政府可能成为森林公园及其基础设施供给的主体。(1)Background--The conditional value method(CVM)is a main method of forest park recreation service value valuation.There are various deviations in this method,but there are relatively few studies on the construction validity of this method in China.(2)Methods-This paper constructs a framework model for evaluating the recreational service value of Forest Park by using the CVM.288 valid questionnaires of residents'willingness-to-pay(WTP)are collected in the Baimasishan Forest park.By using this model and survey data,the recreational service value is quantitatively estimated.(3)Results--①The probability and level of residents'WTP for recreational services in Baimasishan forest park are relatively low,30.200%and 45.820 yuan per year,respectively.The main reason for the confrontation payment is that 66.000%of the respondents in this study think that‘forest park is public and should not be charged'.According to the probability and level of the residents'WTP,the corresponding annual value of recreational services in Baimasishan Forest Park is 5.833 million yuan in 2018.The above research results show that the recreation service of forest park has a relatively high economic value.And it proves that the development of recreational services in forest parks in Jincheng city of Shanxi province is reasonable.②The construction validity of value evaluation of Baimasishan Mountain forest park recreation service based on CVM is good.Residents"WTP for recreational services in Baimasishan Mountain Forest Park are constrained by income level,which is basically consistent with economic theory.It implies that under the background of increasing residents'income in china,forest park in the Baimasishan has a great potential recreational service value.At the same time,the residents'WTP for recreational services in Baimasishan Forest Park are more easily constrained by the frequency of recreation,attitudes of tourists and characteristics of evaluation objects than the level of payment,which is reflect the residents'obvious‘free rid
