制度基础设施对微观工业企业交易效率的影响研究

摘　　要：对宏观交易成本与微观交易成本的混淆和误用,严重制约了新制度经济学的进一步发展,削弱了交易成本理论对现实世界的解释力。本文另辟蹊径,通过将宏观交易成本与微观企业交易效率纳入统一分析框架中,澄清了"诺思第二悖论"。理论研究表明,宏观交易成本的本质是"物化"的制度,是一社会对市场的制度基础设施投资。伴随市场范围的扩大,总量交易成本函数沿着制度基础设施投资水平逐渐提高、微观交易成本逐渐降低的路径演进。实证研究发现,提升制度基础设施投资水平、发展民营经济、提高教育水平可降低工业企业微观交易成本,提高交易效率。市场制度基础设施投资每提高1个单位,工业企业交易效率平均提升0.012个单位。区域来看,市场制度基础设施投资对工业企业交易效率的正向作用依东、中、西的次序递增。基于以上研究,本文认为东部地区应以"5G+工业互联网"新基建为主、中西部地区以传统基建为主,进一步提升硬件制度基础设施投资水平,以及以优化民营经济营商环境、打破户籍限制、推动产学研深度融合的软件制度基础设施优化策略。The confusion and misuse of macro transaction costs and micro transaction costs seriously restrict the further development of new institutional economics and weaken the explanatory power of transaction cost theory to the real world.This paper takes a different approach and clarifies the‘North Second Paradox’by incorporating macro transaction costs and micro enterprise transaction efficiency into a unified analysis framework.Theoretical research shows that the nature of macro transaction costs is a‘materialized’system,and it is a society’s institutional infrastructure investment in the market.With the expansion of the market,the total transaction cost function has evolved along the path of gradually increasing the level of institutional infrastructure investment and gradually decreasing the micro transaction cost.Empirical studies find that increasing the level of institutional infrastructure investment,developing the private economy,and improving education can reduce the micro transaction costs of industrial enterprises and increase transaction efficiency.For every unit increase in infrastructure investment in the market system,the transaction efficiency of industrial enterprises increases by an average of 0.012 units.From a regional perspective,the positive effect of market system infrastructure investment on the transaction efficiency of industrial enterprises increases in the order of the East,Middle,and West.Based on the above research,this paper believes that the Eastern region should focus on the new infrastructure of‘5 G+Industrial Internet’and the traditional infrastructure in the Central and Western regions to further enhance the investment level of hardware system infrastructure,as well as the software system infrastructure optimization strategy to optimize the business environment of the private economy,break the restrictions of household registration,and promote the deep integration of production,education and research.
