摘　　要：文中在介绍《香港公约》主要内容及生效进展的基础上,就我国加入《香港公约》的基础条件和面临的形势进行了分析,指出我国应积极回应国际社会对于我国加入《香港公约》的期待,谨慎安排加入《香港公约》的时间表,全面分析评估我国拆船业及航运业现状,协调各部门按照国内职责明确履约责任并做好准备,提前做好《香港公约》生效后国内法问题。The paper introduces the main contents of the Hong Kong Convention and the progress of its entry into force and analyzes the basic conditions of China's accession to the convention.It suggests that China make a positive response to the expectation by the international community on China’s accession to the convention,cautiously develop a timetable for the accession,and comprehensively analyze and evaluate te existing conditions of China’s ship recycling industry and shipping industry.In addition,its is also necessary to coordinate all departments concerned in making preparations for the implementaiton of the convention in accordance with their responsibilities and address domestic legal issues after the convention enters into force.
