摘 要:文中以当前海事安全监管与航保服务①要求对无人船的法律适用性及应对为研究切入点,介绍了相关国际法和国际海事公约框架下无人船的定义及法律适用性现状,并重点结合SOLAS和STCW公约,分析无人船海事安全监管及航保服务要求在船舶结构,救生设备及装置,导助航服务,安全配员,ISM规则及船员培训、发证与值班等方面存在的问题并提出应对方案。Proceeding from the legal applicability and the countermeasures for the current requirements on maritime safety administration and navigation safety guarantee services,the paper introduces the definition of maritime autonomous surface ship(MASS)under the framework of international conventions and the legal applicability.Focusing on the two conventions of SOLAS and STCW,it analyzes the problems of maritime safety administration and navigation safety guarantee services for MASS in such aspects as vessel structure,life-saving apparatus,AtoN service,safety manning,ISM Code and crew training,certification and watchkeeping,and provides relevant solutions.
