摘　　要：为开创新时代军民融合发展新局面,本文建立了政府推动下的军民融合深度发展协同创新模型。通过分析军民融合协同创新的演化过程,并结合数值仿真模拟讨论了政府基础设施建设、政府采购、政府资助对军民融合深度发展协同创新参与三方行为的影响。研究表明:(1)政府对军民融合深度发展的基础设施建设支持力度会促使军、民企业选择协同创新;随着军民融合深度发展产业的不断成熟,政府会借机放弃基础设施建设,转向其它配套政策的支持。(2)政府采购会持续促使民用企业选择协同创新;政府采购力度较小时,军工企业会向中途背叛方向演化,政府采购力度越大,越有利于军工企业向协同创新方向演化。(3)低强度的政府资助难以促使民用企业向协同创新的方向演化,中高强度的政府资助可以促使民用企业向协同创新方向演化;政府资助对军工企业协同创新短期内无显著影响。In order to explore the new situation of civil-military integration,this paper establishes a deep development model of civil-military integration collaborative innovation.We analyze the evolution process of civil-military integration collaborative innovation and discuss the influence of governmental infrastructure construction,governmental procurement and governmental funding on the three-party behavior of civil-military integration collaborative innovation by combining the numerical simulation.We have the following key findings:First,the collaborative innovation of military and civilian enterprises will be influenced by governmental infrastructure construction.As the persistent development of civil-military integration,the government will take the opportunity to abandon infrastructure construction and turn to other supporting policies.Second,governmental procurement will promote civilian enterprises to choose collaborative innovation.While the power is small,the military enterprises will turn to the evolution of betrayal,the more power,the more military enterprises will turn to the evolution of collaborative innovation.Finally,when the government funding is low,the civilian enterprises will not choose the evolution of collaborative innovation.The government can increase subsidies to promote the evolution of collaborative innovation for civilian enterprises.However,in a short term,government funding has no significant impact on the collaborative innovation of military enterprises.
