农户宅基地退出意愿、影响因素及政策选择——以“百村调查”为样本

摘　　要：课题组采用随机抽样调查与重点调查相结合的方法,在全国20多个省(市、自治区、直辖市)100多个乡村2880家农户进行"百村调查"得出结论:生活费用增多是农户宅基地退出的主要顾虑;子女意愿对户主宅基地退出有重要影响;农户的居住环境及住房意愿的影响不可忽视。政策建议:完善宅基地管理立法工作;制定科学的宅基地退出补偿标准;健全城乡统一的社会保障制度。The research team used a combination of random sample survey and key surveys to conduct "100 village surveys" in more than 100 rural households in more than 100 villages in more than 20 provinces(municipalities, autonomous regions, and municipalities). The conclusion is that the increase in living expenses is the farmer’s homestead. The main concerns of withdrawal;the willingness of children has an important impact on the withdrawal of the homeowner’s homestead;the impact of the living environment and the willingness of the households cannot be ignored. Policy recommendations: First, improve the housing base management legislation;second, develop a scientific homestead exit compensation standard;third, improve the urban and rural unified social security system.
