基本养老保险基金管理运营的国际经验及启示

摘　　要：基本养老保险基金的管理运营模式主要分为两种。自主管理运营模式下,养老保险经办主体内部组织机构完善,基金自治;信托管理运营模式下,养老保障层次分明,基金投资收益稳定,监管严苛。我国的基本养老保险制度类型属于俾斯麦模式,但基本养老保险基金的管理运营与美国的老年和遗属保险类似。因此,根据制度特点,我国应在明确基本养老保险基金的所有权主体、设置利益关系人的参与治理和完善基金的多元监管方面进行经验借鉴和制度构建。There are two principal systems on the management and operation of the basic old-age insurance funds. Under the system of self-governance, there exists a relatively perfect internal organization in old-age insurance agencies, and basic old-age insurance funds are self-governed. Under the system of trust-management, there is a clear multilayer in basic old-age insurance, the benefits from the investment of the funds are stabilized, and the supervision on the governance and investment is very multivariate and strict. The Chinese system of the basic old-age insurance belongs to the Bismarck model, but it is also similar to the Old-Age and Survivor Insurance of the U.S.A. in the management and operation of the funds. So, according to this, China should ameliorate the governance and operation of the basic old-age insurance funds in the aspects of the ownership of the funds, stakeholder-governance and multivariate supervision.
