河南省高校科研诚信现状及改善对策

摘　　要：科研失信侵犯著作权,伤害科研工作者的积极性,造成学术资源浪费,有碍高校学风建设,不利于人才培养。通过调查,发现河南省高校普遍存在多数科研工作人员有较大的科研压力、科研诚信教育滞后、科研失信行为难于规制等问题,但是多数科研工作人员基本上对科研失信持否定评价态度,普遍认为科研失信需要进行制度约束。基于河南省高校科研诚信现状,需要加强校内科研诚信体系建设,完善科研工作人员考核评价机制,开展科研诚信教育以及发挥道德层面的约束等,以加强对科研失信行为的规制。Scientific research dishonesty infringes the copyright and harms the enthusiasm of scientific research workers, causes the waste of academic resources, hinders the construction of learning style in universities, and is not conducive to the cultivation of talents. Through the questionnaire survey found scientific research colleges and universities in henan province is widespread in rules and regulations requirements, most researchers feel research stress, research integrity education lag, dishonest behavior is difficult to regulate the problem such as research, but the basic form the faithless negative evaluation attitude in scientific research, as well as the scientific credibility need agree with constraints on related rules and regulations. Based on the current situation of scientific research integrity in colleges and universities in henan province, it is necessary to strengthen the construction of scientific research integrity system in colleges and universities, improve the personnel assessment and evaluation mechanism, carry out scientific research integrity education and exert moral constraints to regulate dishonest behaviors in scientific research.
