摘 要:山东是我国的农业大省,在农村土地流转的实践中也取得了一定的成绩,但成熟完善的土地流转价格评估机制还未建立,评估方法及参数的选择也较为落后,制约了农村土地流转的可持续发展。深入剖析了当前山东省农村土地流转价格评估所面临的困境,从加强土地确权,形成一套政府指导、市场定价的综合完善的价格评估机制,有计划地实施农地基准地价评估,创新评估方法,搭建和优化农地流转价格体系发布平台等几个方面提出破解路径,深入推进土地流转的顺利实施。Shandong is a big agricultural province in China,and has made some achievements in the practice of rural land transfer,but the mature and perfect land transfer price evaluation mechanism has not yet been established,and the selection of evaluation methods and parameters are also relatively backward.These factors restrict the sustainable development of rural land circulation.This paper deeply analyzes the difficulties faced by the current rural land transfer price evaluation in Shandong Province,from strengthening the right of land confirmation to form a set of comprehensive and perfect price evaluation mechanism guided by the government and priced by the market.In order to push forward the smooth implementation of land transfer,we should carry out the standard land price evaluation of agricultural land in a planned way,innovate the evaluation method,build and optimize the publishing platform of land transfer price system.
